I feel this is a very bias statement, not all dogs "tying or putting the dog outside for hours, leaving them to bark uncontrollably and annoying everyone". Not all dogs bark uncontrollably. Out everybody on my block I never hear a single dog bark more then once or twice and then they stop for good. Don't get me wrong Dog Crates are great things to use but they should not be used to shut up your dog, if you dog is not happy in its Dog Crates then there are easy Training techniques that you can use to make him happy in his Dog Crates and want to be there thus preventing barking.
