BSL fails because it is not the breed it is the deed as they say. If more people would understand canine behavior they wouldn't jump to ban certain breeds. Any breed can have aggressive tendencies. Small dogs, big dogs.
And for the most part, dogs become out of control because of their upbringing and environment. It is the owner that doesn't train, set boundaries, or bring their dog up socially with other dogs, people, kids, etc.
It is such a shame. And another thing, parents, and dog owners alike, should always tell people that they should ask to pet a dog. Not all dogs are friendly. And most importanlty, the notion that parents tell their children that if a dog is wagging their tail, he is friendly... very wrong. Not all wagging tails mean "Hi, pet me." This is one of the myths that must be broken. People - dog owners or not, should learn the signs of back off behaviors of the dog. It could save their lives or someone else's. And parents should never, never, leave a children alone with any dog.
Again, it is such a shame.
