We wrote about the HAPPY (or Humanity and Pets Partnered Through the Years) Act, a new bill that will make pet expenses tax free and proposed by Rep. Thaddeus McCotter, R-Mich, back in August. A new ABC article and video about the act descrbies its gaining momentum, particularly in light of the "foreclosed pets" problem in America -- the growing trend of pets who end up in shelters because their owners cannot afford to keep them.
